There is a complicated and somewhat lengthly process that a person must go through to become an American citizen. A person who comes into the US and does not follow Immigration procedures is referred to as an illegal immigrant. This group is made up both of people that cross the border illegally, and people that come in legally but fall out of compliance (such as visa expiring).

In the USA, it is a felony to enter the USA without prior permission. It is a separate felony to use fake ID to obtain a job or any government benefit. ALmost all illegal aliens in America are double felons.
