To best of my knowledge all cities are on a river, lake or sea. The need for transport being critical. (Drinking water is also critical but springs and aqueducts could resolve this problem substantially.) Johannesburg is sometimes quoted as an exception being formed as part of a gold rush but it does have a number of streams.
There are cities localted up in the mountains with no river around. But there always is a water source like a lake.
