They aren't that is a myth, they just don't see the same colors as us. As for the reason why, there's no telling. Probably it just never developed because it wasn't necessary to their survival.

No, that's actually a myth. Cats are less sensitive to color, so they may see more washed-out colors. Dogs cannot see red, so red objects appear grey, purple objects appear pale blue, and yellow objects appear pale green.

It is thought that purple, blue and green appear to be the strongest colors perceived by cats. It is a possibility that they are also able to see yellow also. Red, orange and brown colors appear to fall outside a cat's color range and are most likely seen as shades of grey or purple.

Kittens are born with their eyes shut and then in a few days start to open them. When they first open their eyes all kittens eye color is blue, during this time yes they are color blind. At a few weeks old the color changes to what ever color eyes your cat will have and that's when they can see in color
