That depends with what you are comparing them to. If you compare them to a jelly fish, yes. But if you compare them to a human, no.

^This answer sucks and whoever wrote it probably doesn't even know what a Beluga whale is. Look up some videos on YouTube of them interacting with people. To compare an animal such as a Jellyfish to a Beluga Whale is pretty idiotic considering jellyfish don't even have brains. In a short answer "yes" Beluga Whales are intelligent social creatures.
