Birds most certainly can sleep on their backs! In fact, some prefer to do so. In the wild, I don't believe this is often done, but some pet birds, such as Conures, Caiques, and Quaker parrots, have given their owners a terrible scare when they look in the cage to see their beloved Polly on their back, feet up, and looking quite dead.

Bird don't sleep upside-down because why would they when they can just sit or lay down in their nest. Also, the baby birds' feet aren't sharp enough to hang upside-down and mothers must stay with their chicks!

Most often, they sleep standing up. They can and do settle down and rest on their stomachs.
