Budgies are not colour blind. No parrot is colour blind, and their vivid colouring is what attracts the female to the male. Having acute colour vision helps the birds find their food by sight, as they can see the bright colours of the flowers on which they often feed. It is believed that budgies, along with many other bird species, can see better than humans can.

Yes, Budgies are actually tetrachromat and can see better than humans (to a certain degree). They have 4 types of high-intensity light receptors in their retina (called cone cells).

These cone cells allow a budgie to see into the ultra-violet color spectrum, this ability to see into type of spectrum allows budgies to tell if another budgie has been out in sunlight lately, tell if food is fresh or find that nice grassy patch full of fresh seeds.

The downside to their cone cells is that cone cells generally work best in well lit areas like outside during daytime but not so good in dim light.

Humans have "Rod Cells" which are responsible for peripheral vision and are almost entirely responsible for night vision.

No, they dont the only part of them that changes colors is the small "nose" at the top of the beak where the two nostrils are located. It does not rapidly change color, it only does it once, and this is after sexual maturity. When they are young it will be pinkish-purpleish and when they reach sexual maturity it will be more blue for a boy and tan for a girl.
