I would think no way, but also no way would you pass an emissions inspection w/o catalytic converters. Here in Maryland it is a bi-annual inspection.

There are two catalytic converters, both located in the exhaust under the engine. Some California models had converters attached to the exhaust manifolds.
Look under your vehicle and count them.
After crawling under mine (Canadian Version) I find but 1 ..
We have a 1993 Ford Bronco with 2 catalytic converters. Had one of the 2 replaced over a year and a half ago when we failed emissions. We passed with flying colors. So I say, it can be done.
from what ive learned most 1993 models come with 4, as well as the crown vic and mercury sedans. at least thats what ive come to find out

In the exhaust system. Typically there will be more than one. The upstream is located before the catalytic converter, and the downstream is located after the catalytic converter. It may be necessary to lift the vehicle and obtain access from the bottom to troubleshoot or replace them.

that is the heat shield on your catalytic converters rattling. very well known ford issue, can sometimes be fixed by driving self tappers into the shield and converter.
