Chemtrails are a name based on a misunderstanding. The proper name is "contrails" and they are made up of harmless ice crystals.
A contrail forms when a jet airplane travels through cold, moist, stable air. The air is cold enough and moist enough to form ice crystals. But the water molecules don't stick to each other. When the jet plane travels through this air, its exhaust contains microscopic particles of soot which the ice crystals stick to.
Until recently, we thought it was because the jet engine cooled the air, disrupted it, or added moisture to it. But now we know they simply provide condensation nucleii -- that is, a tiny sticky bit that water can attach to. Once an ice crystal starts growing, it will keep growing as it bumps into other ice crystals.
If the air is stable enough, a contrail can persist for hours, essentially as an artificial cloud.

The so called "elite" don't spray the public with chemtrails. That is just an outrageous conspiracy theory. These "chemtrails" have been tested to death and always came out the same. There was nothing abnormal or toxic in them. The differences between various contrails, such as duration, color, and length; are determined by the altitude of the trails, wind shear, sunlight, and humidity around the contrail.
