Wow I hope not. That's what I'm trying to find out. I have 3 tiny Maltese and a Golden who eat the tree droppings like they are candy

No cotton is not poisonous to your dog. However if they persist on eating it then it can clog up the intestines. Also some dogs (like people) can be allergic to cotton.
