Dogs at the shelter are not free but it depends on the way you look at it. Shelters have an adoption fee on their animals to help pay for those animals' vet bills, care, and for the upkeep of the facility. Most shelters are non-profit organizations, so they get the needed funds from the animals that they adopt out. Basically, by paying the $200 fee you are helping to save many more homeless animals.

Animal shelters and city pounds vary from location to location. In large urban areas it can be difficult to provide adaquate services for their "guests". Depending on the region animals can be out right pests and treated accordingly. This can be especially true in areas with problems such as feral animals and pit fighting where the animals coming in are aggressive and dangerous.

Volunteer run facilities such as the humane society tend to fair better then city run animal control facilities and that quality can vary based on funding and personel.

Those dogs in the pound are kept because the animal has apparently been abandoned or found wandering about, lost, so they are kept there and inspected. And usually if the animal is not picked up, claimed or adopted, they are euthanized in 9 days. euthanize - slowly kill without pain.
