Yes, baby frogs are called tadpoles. Unlike the grownup frog, tadpoles live in the water, and even have a tail sort of like a fish does, for swimming around.

Tadpoles also have gills like a fish, for breathing underwater. The gills and tail disappear as the tadpole turns into a frog.
