Visit the SPA or SPCA ( depending on where you live ).

The dogs there are in desperate need of homes.

Their lives depend on it.

It depends. If its an adult dog that was not trained to be well with children, it might want to attack them. but if its a puppy, you can train it to love the child and not be mean. most people think that pit bulls and rottweilers are all mean. this is not true because its the owner that might be mean and train to be that way. all depends on the training of the dog

They can be, if taken to puppy classes at an early age and with on going socialisation and training. However if you have small children I wouldn't recommend this breed because of their size, they can be very boisterous and stubborn. Also because of the increase of attacks highlighted by the press a lot of parents will not let their children play at your home because you have a rottweiler, resulting in your kids missing out on their friends.
