It depends on the locality. Most towns with this system will come after you for the ticket and report it to the DMV if it's not paid. It is better to just pay it, as it does not count for points on your license, at least where I live.

Nearly impossible. Radar, contrary to the commercials and ads you might see, is so sophisticated that it's extremely difficult to refute, especially if photos are involved. What you can do is elect to attend traffic school (you can rent a DVD at Blockbuster in most states and do it that way). That way, you'll pay a reduced fine and avoid points on your license. And slow down - get there safely.
yes you do or you could get called to court eventually because they have Files of Who and who did not pay and it could be counted as felony if you dont.
No, you would be charged with perjury or false testimony and then have another court case and if you lose that then you go to jail or get probation.

Nope. Occasionally, someone at the city/county/state level may introduce a bill to add toll roads, but it has never come to fruition. We do have a ton of photo radar speed traps on our freeways - I believe they generate all the necessary funding that would have otherwise come from tolls. There are no longer any automated photo radar traps on freeways. Police still us radar but a human is behind the radar gun now. There are still some photo radar in limited quantities on surface streets and in rural cities.
