No. Disney has banned selfie sticks at all Disney Theme Parks, including Walt Disney World. I'm sure they're not scanning the suitcases of guests to make sure that people don't have them in the hotels at Disney World, but as far as the parks are concerned ... no, they're not allowed.
You can have anything that would not be a concern to the security guards. When you enter the park you must have your bags checked so nothing like weapons. Anything else is pretty much allowed.

Yes, the Walt Disney World Resort is open to all guests. A ticket is required for entrance to the theme parks, regardless of what hotel you've booked.
