Raccoons are considered vermin mainly because they will eat rotten food and dead animals. They have a chance to catch diseases as a result. They will also kill small animals like rabbits or chickens.

NO - Websters defines a vermin as:

"a: small common harmful or objectionable animals (as lice or fleas) that are difficult to control. b: Birds and mammals that prey on game. c: animals that at a particular time and place compete (as for food) with humans or domestic animals"

A raccoon would be a poor fit for the definition. Note that raccoons might compete for food if another animal is small enough, but typically they are nocturnal scavenger animals that prefer finding scraps of food rather than competing, hence why they are nocturnal. Also, in order to best be described as vermin they must fit all three descriptions in the definition, not just one. In terms of competitiveness, this is a trait that is true of ALL animals in the food chain, and this part of the definition is most vague, uncommon and does a poor job of explaining what a raccoon or any animal is like and should be disregarded, or revised. Thankfully there are better definitions out there. I have encountered many, many raccoons first hand and their first instinct if healthy, (unless cornered) is to run like hell and hide, or retreat preferably into a dark place. Not exactly a move to "compete". This is true even when they come into contact with domestic pets.

If the pet puts up any bit of a fight, most videos usually show the raccoon on the run. Only in rare exceptions, when fights ensue, one animal, the other, or both could fight and get hurt, but again this is not the typical pattern or preference of a raccoon and why their sneaky nature is their best defense. If they can pick food out of a trash can first, that would be their choice.

Also if only competitiveness was used to describe vermin, then dogs, tigers, buffalo, crocodiles, cats and even other humans would be considered vermin, which is a ridiculous abuse of the term. Good examples are rabbits or crows. However, lice and fleas could also be considered vermin. Again, a raccoon is not considered vermin.

Sometimes. There are still a lot of towns that have laws on the books that say, "any person bringing squirrel pelts to city hall will receive (x amount of money) per each pelt."

Squirrels are not considered pests by everybody. Some people think squirrels are pests because they steal nuts from trees and some dig holes by people's trees. Nationally, though, squirrels are not considered pests.

They don't fit the definition of vermin because they do not pose a threat to crops, farm animals, or carry disease ( normally ) but edge cases may qualify specific squirrels as vermin, otherwise they are just rodents

Raccoons can be pests if actions are not taken to discourage them. They raid gardens and fields, turn over trash cans, steal pet food and can cause serious roof damage to homes. Their feces can carry parasite eggs which can be very dangerous if they get into a human and can carry rabies. However, raccoons are not consider vermin. Pest would be a better category.
