Well, it depends on a lot of things, like which model you have and which WiFi network you are using.
i am not sure why your apps are not loading but please try going to "Downloads" on your iTunes toolbar in iTunes and loading them there. Then sync your itouch with your itunes and they should transfer.
They are, but they also slow your iTouch down. One reason Apple doesn't allow certain apps in the app store is because they require a whole LOAD of memory. Jailbreaking also slows it down, even if you don't have any apps.
Sometimes, if you have a lot of data on your iPod, it will slow down the YouTube app tremendously. Safari works better than the YouTube app when taking power from the iPod. So, just go to YouTube's mobile site through Safari, which loads much faster.

iOS 6 removes the YouTube app from Apple, but you can still watch YouTube videos in the Safari browser via the YouTube plug-in (without need of Flash). If that is too slow, you can get the YouTube app from Google on the App Store. If that app's interface is too buggy, my personal favorite is an app called Jasmine. It too plays YouTube videos, but has a great interface similar to the old iOS YouTube app.

The latest Safari browser download will shock you. Several times faster, major changes that have to be seen to be believed. As for tabs, it has that problem solved.
Your iPhone video may be slow because you might not be using the up to date video player or your iPhone contains a lot of apps which makes it to be slow.
