The Cayman Islands are part of the British Commonwealth and are an overeas territory of the United Kingdom. They do have a legislature that does address local concerns. For a short period in the 1960's they were administered by Jamaica.

No, The Cayman Islands were a dependancy of Jamaica. However When Jamaica achieved independence in 1962, they chose to remain under the British Crown, and an administrator was appointed from London assuming the responsibilities previously held by the governor from Jamaica. This makes them part of the British Commonwealth.
