Yes there are a number of Sims PS2 games
Ummmmm No. Not unless they are made for both systems... but otherwise, no.No a PSP plays PSP games
yes there is Yu-Gi-Oh game in the playstation network store it is called Yu-Gi-Oh decade duels plus.
No you are not required to pay. It can cost if you purchase virtual items at the Playstation Store, but the site does not cost to use and is free for many activities. There are some games that do require tickets you purchase at the Playstation store, but many are free.
PlayStation 3 games do not have region lockouts. You can play PS3 games from any region on PS3 systems from any region. Regions do not matter, so you can use a PS3 from any region anywhere.
Ok, well heres the first thing. There are 3 different playstations. PlayStation 1,2,and 3. I have the second one. Nobody sells playstation 1's anymore, playstation 2 & 3 are popular, though. PLaystation is like any other game console, it has games and is pretty fun. The big difference between playstation 2 and playstation 3 is that playstation 3 had internet connection, but the bad side is that it costs about $500. A playstation 2 is pretty much the same as the third but without internet. Currently, PlayStation 2's (or PS2's) are around $100-$180.
No. Only the Sim City games have Tornadoes.
There are games for the playstation and other game-consoles. There is a Naruto dating sim where you play as Sakura, but it is hentai. There are a lot of flash Naruto games on deviantart.com.
"Sim" is short for "simulation." There are many sim games other than Maxis' The Sims franchise; dating sim games that have become very popular Japan, for example. At any rate, the games are meant to be a sort of simulation of real life, so "sim" has become a common shorthand for these sorts of games including "Sim City," "Sim Copter," etc.
I am not sure. Try Sim City* Sim City is not an MMORPG but I still recommend it :)

Technically games still come out for the PlayStation 2, mostly sports games. However, the reason for the lack of new releases for the PlayStation 2 is because the PlayStation 3 is the newer and better console that replaced it.
