internet access for the iPod Touch only works with Wi-Fi, and if you are using someone else's Wi-Fi router, then it is completely free.
If you are using your own, you still have to pay your ISP (internet service provider) the money so you can keep your internet.
Basically, since the iPod Touch uses Wi-Fi, any connection to Wi-Fi is always completely free.
