That's a really great question. One way of answering the question is to say, "Yes, but you wouldn't want to wear them". NIght vision (low light) goggles are sort of black and white. A black and white image sensor and display would do the job. But just plain "glasses"? My guess is that it is possible but not yet done, and maybe not very useful either..

White is lighter than the black and in the dark, black is camouflaged so white is easier to see.
It depends on what your question is. Cats do not see only black and white, but they do see black and white, as well as other colors(though the colors are blurry :/)
