They can be. Like any used car there are some bad apples in the bunch and because if the abusive nature of police work they can be in rough shape. You have to look them over like any used car.
Our business is stocked with used crown vics. They do pretty well but we replace a lot of rear ends on them. If they are driven too long with the bad rear end you will burn out the transmission.
