The answer is that a "child", meaning a person under the age of 18, can never in the state of Washington choose with which parent they wish to live. It is purely between the parents and the courts, the child is not even consulted (verified in July 2009 in Snohomish County with a 17 year old son wishing to change his primary residence).

If the parents are divorced then it is between the parents if the child can go live with the other parent. At age 14 the child can choose witch parent he/she wont's to live with. If that other parent is not willing to let the child go live with that parent then it can be taken to court or just wait till the child is 18 and can go live on it's own.

Can a 14 year old choose to live with the noncustodial parent if the custodial parent is abusive in Florida?

See related question, but you do not want to complain to family services, as the child will simply be put into foster care, than returned to the custodial parent. In less than 15% of the cases do they give the child to the other parent. The other parent will need to collect evidence and file a custody challenge. The child has the right to an opinion, but not to choose.

When a parent has joint custody of a child can they just choose to leave the child with anyone they choose without informing the other parent?

That depends entirely on the exact wording of the custody order. If there is a ROFR clause in the order this gives the other parent the first opportunity to care for the child if the other parent needs child care. This is a common clause in custody arrangements. If this clause is not in the custody order and the order is vague regarding this topic, I would suggest contacting the clerk of the court to find out where you can obtain information on the state specific laws as well as how to get legal advice and guidance.

When a child goes to live with the other parent can the noncustodial parent relinquish parental rights?

Yes they can. If the parent that does not have current custody of the child then they can choose weather to see their child or not. It's something like a restraining order but stronger. It means that whatever that parent does, If they can not get the custodial parent to agree, then he/she can not take care, see, or make contact with the child. Once the decision is made, it stays until both parents agree to release it.
