If your female is chubby around the tummy she could be ready to breed. What I do is add the female to the breeding tank and after a few days add the male then watch what happens. He should spot her and show off and then start building a nest of bubbles. If she seems interested in the nest he builds, then you are on your way but if she constantly flees and hides from the males advances you can be pretty sure she is not ready. Then you will have to separate them otherwise he will kill her.
Wait. Most female dogs have a heat cycle that last about three weeks. Often they are not in standing heat until the later part of the cycle. The male will not waste his time trying to breed her if she is not ready to be bred. Dogs have been reproducing for thousands of years; often the best thing we humans can do is to stand aside and let nature take it's course.
Minimum size tank to breed Bettas is around 18"x10"x10".with floating plants and hiding places for cover. First leave the male you wish to breed with in the breeding tank by himself and place the female by herself in another tank/container. Feed both fish good (live if possible) food for at least 3 weeks to bring them into breeding condition then introduce the female to the tank. Make sure tank is covered and hold temp at around 78-80F to protect bubblenest.
