There is no general speed. The efficiency of the insulator can be measured by how long the heat takes to pass through.
It depends on the type of insulator material and its density (how fluffy it is because of embedded air).

However, it must be noted for what type of energy it is to insulated (Heat or thermal energy, Electrical energy, Sound energy, Seismic or vibration energy) i.e. metal vacuum thermal insulator may not be a good electrical insulator or sound insulation may not be a suitable thermal insulation. It is to noted for the application limited such as Poly urethane is good for low temperature insulation but not good to insulate hot pipe.
