This is an official document put out by the Illinois State Department of Children and Family Services. It answers this question. For all children in Illinois under the age of 14 there are 15 specific criteria listed that need to be met, as well as suggestions for how to do this.

But the real question is, is it responsible? And in any case, the answer is no.
I would say, it depends on the environment, and the maturity of a child, I don't really see the difference between the 16 yr old and a 15 yr old, apart from the number...the legal age here in the UK to baby sit, is 16, but I wouldn't allow a 16 yr old to baby sit a toddler or a baby. I think maturity comes with experience rather than the age. I came from a big family in the Philippines and we were trained to look after our nieces and nephews at a very young age (say 11 or 12) and we were taught to cook and iron and wash our own clothes too. But I have children myself, my oldest is 15 , I trust him to be on his own during the day for few hours, as he hates shopping, but I make sure he knows what to do incase of emergency..But I never leave my 11 yr old alone at home. But if my son is with her, then it's fine..again it depends on their maturity, when I leave them on their own, I make sure, they have food ready to warm in the microwave,I never allow them to cook, whatsoever.
