The low-speed fan will come on when your engine temperature reaches 180 degrees. The high speed fan will come on. When the engine temperature reaches 200 degrees.
Quite simple process normally low speed comes on when temps get high to check high spped turn on ac unit
The cooling fans will run when there is a signal calling for them to come on. High temps will do that. Also anytime the ac is on, a fan will run. Try turning the ac off and see if one of the fans stop. Do this when the engine is cold. If the fans run anyway, check your fan relays, they may be stuck on.
The cooling fans are set to come on when the coolant reaches 224 degrees (low speed) and 240 degrees (high speed). If they do not turn on (without the AC) then either your coolant does not reach 224, or the switch that turns them on and off is bad. The switch should not be hard to replace, or too expensive. Since you mention that they do come on with the AC, then we know it's not the fans themselves.
Old fans are bad replace with new ones I purchase my fans from a place called Detroit speed in Roseville Michigan they cost me 105.00 with tax and are a direct replacement. Works great.
Let the car idle and come up to temperature, probably takes 15 minutes or so. Watch the gauge in the event the fans aren't working. When the temp reaches a certain point the fans will automaticaaly turn on, you should be able to see and hear them. pukenstein@aol.com

I verified that the 2 coolant fans come on at low speed once coolant temp reaches 223/225 degrees I thought this was too high a temp so I checked with local Buick dealer. They claim 220-230 is still considered normal operating range. If you want to get cooling fans to come on earlier and at hi-speed just turn on A/C or defroster. With A/C on temp never seems to get above 205. If the engine isn't coming up to teperature, they will not engage. If they are not getting power due to a relay or wiring. If the computer is getting false information about the engine temperature (temp sensor?), they will not come on.
The engine computer (PCM) operates the fans by opening and closing the ground for the fans. The PCM will command the low speed fan to come on when coolant temp exceeds 221 degrees.The fan should always come on whenever you turn on the A/C no matter the engine temperature.The fan will also operate with the engine off when the engine coolant temp is over 140 degrees.The PCM will ground all 3 engine coolant fan relays when the coolant temp is 235 degrees or the A/C pressure is too high and run the fans on high speed.
