First there is not a fan belt on the Dodge Neon. there are two belts one is for the power steering pump and the other is for the alternator and A/C. First thing you need to do is to jack up the right front side, support the car on a jack stand and put on the e-brake. remove the right front tire then remove the inner fender well cover, it is held on by a couple of 10mm bolts and some push in tabs. after you have this removed you can the get to the alternator mounting bolts which mus be loosened to remove and replace the belts. the power steering belt can be removed by taking tension of the idler pulley. You can do this by using a pair of vice grips on top of the bracket and pull towards the front of the car. Replace the belts in the reverse order.A local mechanic shop should do this for you for about $50 to $75.00 including the belts. Its worth paying to have it done especially since you don't sound mechanically inclined.
