Depends on if your shifting from 4 Hi or 4 Low to 2 wheel drive. If going from 4 Hi to 2 Hi you can shift it while moving, if going from 4 Low to 2 Hi, you must stop and put it in neutral.
Try coming to a FULL STOP shift gear lever to Neutral, then shift to 4-wheel low and then shift to "Drive"
most likely a selector arm is broken
Since the front axle spins all the time anyway, yes you should be able to shift to 4-HI on the fly. However, you can't shift to 4-LO.
all the way forward is 2 hi one click back is 4 hi two clicks back from 2 hi is nutril two clicks back over to the right and back again is 4 low
Trans in park or neutral, 1st click up on the 4wd shifter is 4 wheel hi, 2 is neutral, 3 is 4 wheel low, 4 is 2 wheel low

For 4 hi, just take your foot off the gas and pull the lever up (its located next to the shifter). For 4 lo, its best to come to a complete stop and then pull back, following the route shown on the top of the lever. It can be a little difficult to put in 4 lo. To shift out, just do the same and push the lever back down.
To get out of 4 low turn the selector back to 2 hi, back the vehicle up a few feet. With foot on brake shift into neutral, you should hear it shift back to 2 hi in a couple seconds and the 4 high lights go off. The owners manual says it has to be in neutral, and sometimes that works. Nevertheless, more often than not I have to back up a few feet then shift into neutral... Hope this works

push the 4X4 button located on the center console If you have a manual transfer case, you have to lock the front hubs, Turn the dials on the front hubs from "FREE" to "LOCK". The manual transfer case is "shift-on-the-fly". This means you can shift between 2HI and 4HI and back while moving. You must be stopped to shift from 4HI to 4LO or from 4LO to 4 HI. With automatic hubs the above answer will work. To disengage the auto hubs take it out of 4 wheel drive and drive in reverse for around 10 feet.
