I would expect a 17 year old can handle it. It really depends upon the individual. If she is responsible, and knows how to get assistance if needed, the children aren't in any danger. Personally, I would have an adult looking in on them a couple times a day.

if you believe the 13 year old is responsible enough. for example i know many 13 year old who are very resonsible but some cant even take care of themselfs! so make sure the 13 year old has proven to you that she/he is resonsible enough.
