Yeah im pretty sure hey catch a ditto its easier to breed with that.
A Ditto. Besides a Ditto and a male Blastoise, you can apparently breed the following Pokemon with a female Blastoise to produce a Squirtle egg: Lapras, Totodile, Croconaw, Feraligatr, Mudkip, Marshtomp and Swampert. they are all in the same 'egg groups' and should be able to breed with a female Blastoise if they are male.you can also breed a female blastoise with a male omistar to get a squirtle egg.i know because i tried it.
You can find a female Lapras in the same places you can find male ones. If you can't find wild Lapras in your version of Pokemon you can breed a male Lapras with a Ditto for an egg that could possibly hatch into a female Lapras.

Smoochum (sometimes misspelled as Smoochim) is an ice/psychic type of Pokemon. To get one in LeafGreen, you need to breed a Jynx.
Sometimes. Certain pokemon can breed with others, but it's all based on their egg group, which I don't know all that much about. However, provided you are using two pokemon with corresponding egg groups (even if they are not the same species), you will always get the first evolution of what the female pokemon was. If you are breeding a pokemon with a ditto, you will always get the first evolution of the non-ditto pokemon.

Yes, you can get a Squirtle in Pokemon Sapphire. However, it cannot be caught in the game. It must be traded from FireRed or LeafGreen (or Emerald) and will even register on your Pokedex after you defeat the Pokemon League. Keep in mind that Pokemon like Blastoise or Wartortle can breed to produce a Squirtle.
Yes.
You can breed as many times as you want.
