In Georgia, the answer is mixed.

If the person is under the state mandated age of adulthood (17 in GA) and is COURT ORDERED (not DHR) to pay child support, then DHR can request the originating court to file an order of contempt or charge the minor with violation of a court order.

In both cases, this would come from the Court at the request of DHR, nto from DHR directly.
