It is impossible to say whether a particular state will choose to extradite you or not, there are simply too many variables - All US states and territories honor each other's requests for extradition - there are no 'safe-haven' states - usually it depends on the offense and the seriousness of it - most states will USUALLY extradite for felony offenses.

Actually, if a US state has custody of a criminal wanted in another US state, failure to extradite would be a violation of the US Constitution, Article IV, Section 2, Clause 2.

The proper way to put this is: Will Illinois seek extradition from Texas for a person wanted on a class 4 felony? It depends on the felony. There is a cost associated with the extradition, that is why more and more places are not seeking extradition for persons with low class crimes. The cost could be attached to the case and the person has to pay it if they are convicted.
