But all in all anyone can draw anime , your own anime, there are people who are skilled and can create anime characters similar to those you see on TV , and then there are people who bring a new look into the way an anime looks. For example when you look at a Japanese comic ( "Manga"), versus a Korean comic ("Manwha"), you can see a very big difference in eye forms and you can see how different yet beautiful both are , it all depends on the artist's taste.
