Ah yes the can have children if you have the regular sims. If you don't know how just ask and I'll search it some time and answer that but anyways....For Sims 2 Pc, you may get any expansion pack and you should should still be able to have sim children. I should know since I have the regular, nightlife, pets, and freetime. You need two adults of the opposite gender, have more than 70 in the long term relationship, and lastly they have to be married!
