The best way is to use rit dye, it's easy, cheap and if done correctly can be a lot of fun.
Use a pot big enough to submerge the head completely.
Remember to dye lighter to darker.
You can have it done at a few places for around thirty dollars or more depending on your design.
You can do it at home however for the cost of a container of rit dye, an large old pot or disposable aluminom foil tray and some boiling water.
Follow the directions on the bottle of dye and soak the stick in the dye until desired color.
Remember to color lighter to dark.
No food coloring will only dye the mesh and the color of the dye will be a lighter color on the mesh i used magenta food coloring and the mesh turned light pink
It depends on what kind of shaft it is, but probably not. You can dye heads though.

What kind of dye is it? Because you can probably dye your head fuchsia with rit dye if they have it in that color. :)
