It depend on what race you are being raceist to, and what race you are, and where you are, and if there is a cop nearby. Like... lts say you were black... if you insulted a back person... that would be nothing. But if you said the same thing and you were white, you could get yourself in some trouble.

In the US, you cannot be arrested simply for being racist. The constitution allows everyone to have an opinion, no matter how wrong or unpopular that opinion may be. However, if you act on your racism, such as by committing a hate crime, your sentence could be greater.

Generally, discrimination is a civil law matter that does not result in criminal charges. For example, if an employer refuses to hire Muslim employees, or a store refuses to serve Hispanic customers or a school refuses to admit African American students, the discriminator could be a defendant in a civil suit, and may have to pay monetary damages or be court ordered to change its practices. However, simply discriminating like this is not generally a criminal offense, and therefore does not give rise to an arrest.

Additionally, private citizens are not subject to the same anti-discrimination laws as entities are. For example, you could have a party and only invite white men, and it would be perfectly legal.

Like everyone else; that is, if they commit a crime which infringes on another person's rights. If they are, however, only racist with racist views, in the US, that is not grounds to be arrested.
