Can a 13 year old boy crossdress by wearing a somewhat loose but mostly tight corset and a girdle also how can he buy and tell his parents about it?

Well at this age it is very difficult to cross-dress without people frowning and commenting on.
If you have a close family and can talk about this openly then this is a good start. Is it a fantasy to wear these articles of clothing because they look sexy ? Or is there another reason? You will need to be able to answer this yourself honestly before you can talk with them. Maybe you can talk with your family Doctor and tell him this is what you want to do. They may be able to give you advice that is beneficial before you talk with your parents. Buying and keeping clothing hidden would be a mistake as parents, especially Mothers usually find anything lying about or at the back of the wardrobe.
If you have a close girlfriend, maybe you can ask to see their clothing and ask if you can try outfits on. I don't think girls your age would have corsets and girdles in their wardrobes though.
You may have to wait a while before you can experiment this way if it will cause upset among the family. 13 is very young. You might know who you are but parents sometimes won't agree. Take care.
