Can a 13 year old girl be a cashier in a store?

No. In the United States you must be at least 14 years old to have a non-agricultural job. One exemption to this law is if you work for a business entirely owned by your parents, unless the business is involved in mining or manufacturing or something that is deemed hazardous. The state you live in may also have laws that vary from the federal laws.
