A 16-year-old can not get married without parental consent/court approval/special circumstances. Court approval is not an easy thing to get, especially if the parents object to the marriage. The courts do not like to override the authority of a parent. It would not be easy to convince the court that it's in the best interest of a 16-year-old to marry someone who's 9 years older than herself. Just because 'we love each other and want to get married' is not going to be enough. However, once she's 18, you'll be able to get married in any state, with the exception of Mississippi (where you have to be 21) and Nebraska (where you have to be 19).
