It's generally not a good idea to have a child circumcised unless there is a medical reason for it.

No major medical body recommends the routine circumcision of infants or boys. Circumcision generally should not be performed unless there is a medical reason making it necessary. Circumcision has risks including pain, prolonged bleeding, infection, complications of sedation or anesthesia, and surgical error resulting in damage to the penis. Circumcision has also been shown to reduce the sensitivity of the penis, making sex less pleasurable.

It's normal for a 3 year old to have a foreskin that can not yet be pulled back. Most boys foreskins can be pulled back by puberty, and if your son's foreskin can't be pulled back at age 3, this is completely normal and not a reason for circumcision.

Circumcision of small children is especially difficult because it requires that they have general anesthesia since they will not sit still while the surgeon cuts the penis. General anesthesia (meaning your child will be asleep) adds $2000 to $2500 in expense to the procedure and introduces the risks of additional complications from the anesthesia. As circumcision is an elective procedure, it is generally not covered by any health insurance.

Infant circumcision is easy because the infant can easily be held down during the surgery, but such events can be traumatic for young children. Since your 3 year old has not been circumcised already, the best medical decision would be not to circumcise him at this time. If he wants to be circumcised later in life, he can always make that choice himself, and you will avoid risk general anesthesia for your child.

Did you explain to him that It is intended to damage his penis that will lead to less sexual enjoyment when he is an adult, and it also reduces the pleasure felt by his partner as well. Despite what your doctor may tell you, there is VERY seldom a medical reason to cut a boy's foreskin off, any problems which do arise are almost always cured by less drastic treatments. Did you know that there are thousands of specialised nerves in the foreskin and that they are there for good reasons, and all are lost if your son is genitally mutilated. The ONLY person who should decide to have the operation is the person who has the penis, and only then if they are an adult, and they know exactly what they are doing. Once it is gone, it is gone for ever.
