The person must be under the age of 14 and must be certified as an orphan or the parents must have voluntarily relinquished their rights to the child, and must have entered the US legally.

The exception is if the minor qualifies as an asylee or refugee.

Not so fast. The correct Answer is: it depends on the law of each "sovereign" state of the United States. In certain states like NY you can actually adopt an adult even if they've illegally entered the US. You can pose this question to different attorney's and I assure you that you'll get multiple answers, including "no". Always ask an attorney who specializes in family law; more specifically in adoptions.

Footnote: when the adoption is complete in NY a new Birth Certificate will be issued stating the foreign city and country of his birth, and it will clearly state "NOT A US CITIZEN".

If you mean can the elder perform the marriage ceremony of a US citizen JW with a JW who is an illegal immigrant in the US then assuming that it is not illegal to do so then I would also assume that it is allowable.

If a persons mother is illegal and they are a citizen, the citizen can file for a Visa for the mother. The citizen will need to file papers with the INS for citizenship.

No. In the US adults regardless of their citizen status cannot be adopted. A legal immigrant can be sponsored by a US citizen for permanent residency and citizenship.

The US citizen may cancel the I-130 petition, and the illegal will not be given permanent residency. If the immigrant entered illegally into the country, then it doesnt matter because marriage to a US citizen CANNOT help make the immigrant legal.

Not immediately. The legal husband/wife will first have to file a petition for the illegal immigrant to start the process of becoming a citizen. Once the illegal immigrant goes through the process and becomes a citizen, they can apply for a license. There are a few state exceptions that allow illegal immigrants to apply for a license.

Your question reveals an unconscious bias. You said,= "How can a US citizen sponsor an illegal immigrant...." = If you "sponsor" them, they are not an "illegal immigrant." Careful, the way your question is phrased says a lot about you. The very term "illegal immigrant" is insulting to ....migrant workers, especially. Mexican citizens surely don't like the phrase and, by the way, Superman was apparently an "illegal immigrant" and you SURELY wouldn't want to insult HIM.
