well barn owls aren't cannibalistic that i know of but barn owls may be eaten by larger owls sometimes for example the great horned owl will sometimes prey on barn owls.
in times of scarce food if a hatchling dies, yes, no food is wasted, other then that barn owls usually don't eat other barn owls.
