Probably not. A wolf might be able to, but hawks are pretty fast birds and can be quite big. By the way, to the wolf it would probably taste pretty bad because of all the hawk's hair. Anyway, there are so many nicer things for a wolf to eat. All that hard work on catching the hawk and yet it wouldn't even bring a full meal!

Most bears are omnivores - they eat anything.

So if a bear came across a dead or dying eagle it could eat it.

However, it probably couldn't catch a healthy eagle.
No, because a egale is a very fast bird and its wings are big, a bear won't be able to catch a egale just to eat it.

From what I can tell, a bear will eat almost anything it can get its paws on. This being said, if a bear can catch a falcon, I'm sure it will eat it.

Some hawks will scavenge when carrion is available. However, they cannot kill a bear themselves.
