They shouldn't only be allowed, they should be encouraged. Cycling is better for the environment, better for the individual health and take up less space than car users.

Unless specifically banned by local ordnances(happens sometimes in tunnels, toll roads, highways etc) it's perfectly legal to ride a bike in traffic.
