Yes it can. I have just had a stent inserted to open an artery which is being pressed nearly closed by an inoperable tumor. The swelling is gong down slowly.

Instead of your shot going to your heart and being spread throughout your entire body, the shot will get shoved into your hand and no where else. Significant collateral circulation to the hand via the Ulnar artery is not present. You should not access the radial artery for an ABG or to perform a cardiac catheterization becasue interrupting the blood flow to the hand from the radial artery could result in significant hand ischemia.
