I know of no code restrictions on making a panel movable except that the panel must be accessible, meaning not requiring the removal of anything to get to it, and no breaker can be higher than 6' 7''. That pretty much eliminates the possibility of doing what you ask.

Most vaccums have a height adjustment that can be manually adjusted for height differences.
Most of the breakers in a panel will be 120 VAC. Double height breakers are 240 VAC. A triple height breaker probably indicates you have 3-phase power in the panel.
You can double click on the border of the headings of the row, to set the row height to a best fit. You can also manually drag it to narrow it.
The ADA states: Side-reach Telephone: The Maximum height is 54". If side-reach Occurs over an obstruction 24" wide and 34" high, the maximum height allowed is 46" Forward-reach Telephone: The maximum Height allowed is 48". If forward-reach Occurs over an obstruction 20"to 25", the maximum height allowed is 44"
Water is stored in a lake or a reservoir at a height behind the dam. When water is allowed to fall from the height , it gains kinetic energy due to motion. Kinetic energy of the moving water flowing through the tunnels is used to turn the blades of turbines. These are attached to the lower end of the axil of the electric generator.
