The only way that a person could register a car in one name and title it to another in CA would be if you put the person who is going to operate the vehicle as the "Registered Owner" and put the other person on as the "Legal Owner" This would mean the person who is listed as the "Lien Holder" would receive the title and the vehicle can not be sold or transferred without the lien holder signing off the title.

No, not without a title. You say it is registered in your name. Without a title you have no way of proving that and cannot sell the car. Contact your local DMV and get a duplicate title. If it is indeed register in your name you will have no problem getting a new title.
