A liscensing board may deny a license on the grounds that the applicant has been convicted of a crime. (California Business and Professions Code Section 480.a.1) However, if a convicted felon has obtained a certificate of rehabilitation (California Penal Code Section 4852.01-4852.21), then the applicant cannot be denied solely on the basis of having been convicted of a felony. The Oregon Health Licensing Agency Or (OHLA) has the authority to advice against any person with whom has had a criminal past. In the state of Oregon as well as many other states, a person with a felony conviction (non misdemeanor) will not be permitted to hold any Medical license or Licencing that require state testing. The single only way to become an ex-felon is to be acquitted of the charges. The term ex-felon is almost always misused. It DOES NOT mean a felon who is now out of prison. Once you are a felon, you are ALWAYS a felon unless you are acquitted, which means that you are, at some point after being found guilty, proven to be innocent.
