A criminologist who decided to go to veterinary school and get the proper training and licensing could become a veterinarian. However, if you were envisioning some kind of dialogue like:
C: "Hi, I'd like to become a veterinarian."
State: "Okay, we'll need to get a copy of your transcript and diploma from veterinary school, and you'll have to pass the licensing exam, and ..."
C: "No, you don't understand. I'm a criminologist."
State: "Oh, sorry, here's your license. Can you take a look at my dog?"
That's just not how it works.
