The vet has medicines that put dogs to sleep, and these medicines are controlled substances and not available to the general public. I know because we also wanted to put our older dog to sleep at home, but they don't sell the medicines to dog owners.
There may be vets that make house calls, but they are the ones who usually deal with the larger animals and not dogs.

It's certainly possible in theory. In practice, there are some issues.
Firstly, the drug used by veterinarians for this purpose is basically a very strong anesthetic, and it's not available to the general public. This method is painless; the animal is anesthetized and unconscious almost immediately and dies without regaining consciousness. Also, most vets don't really make any money on euthanasia; the cost of the injection itself is a significant fraction of the cost of euthanasia by a vet.
There's always the traditional method as used in Old Yeller and the like: shooting. However, while this can cause death so quickly that there isn't really time for the animal to feel pain, this isn't exactly guaranteed. In particular, if you're not a very good shot, the best case failure scenario is that you miss completely, though even in that case you're probably going to cause some distress; worst case is a shot that's fatal, but not quickly.

When a dog is signed over to Animal Services doesn't mean the dog will be put tp sleep. That being said, the former owner can ask for Animal Services to take the animal to the shelter and ask for the animal to be humanely euthanized. If the Animal Services "Officer" stated they will "put the dog to sleep" that means the dog will be taken to the shelter, placed in quarantine for a few days (possibly) and then humanely euthanized/destroyed due to concerns about the general well being and safety of the community.

If it has a dog tag or the dog has a chip they will call you.

There is training for how to humanely euthanize a dog via gunshot, but you have to place the bullet in a very specific spot and it makes a rather large mess - not all that pretty an end for a pet.

This is really up to the owner of the dog. If a dog is suffering and you do not think it will heal anytime soon, I would supposed the sooner the better.
If a dog has rabies, then a humane society MUST kill the dog. it depends if its a no-kill shelter or not. You need to call and find out if they euthanize dogs or not.
I would suggest taking your dog to a vet, whatever is left of the claw could maybe be humanely removed and/or the area numbed by the vet. Don't let her suffer to long .
